Orange City Hall sits inside what the city describes as the largest Nationally Registered Historic District in California. Old Towne Orange grew up around Plaza Park, where residents and visitors have gathered for well over a century, and that unchanged look keeps film and television crews coming back to shoot there. Chapman University, the Orange Public Library, and the History Center share the district, the Orange Home Grown Farmers and Artisans Market runs on Saturdays, and antique dealers, galleries, and restaurants fill the storefronts around the plaza.

City departments run from the City Attorney, City Clerk, and Finance through Community Development, Community Services, the Library, and Public Works. The Fire Department splits into the Office of the Chief, an Operations Division, and a Services Division carrying Fire Administration and Fire Prevention, and it runs a volunteer program and a paramedic membership program alongside the sworn ranks.
