Congress built the Millennium Challenge Corporation in January 2004 around a rule most aid agencies do not use: a country has to qualify before it gets money. MCC's board scores candidates on 20 independent policy indicators, and selected countries then write their own proposals and stand up a local entity to run implementation. About $17 billion in signed compact and threshold programs has followed, aimed at agriculture and irrigation, energy, land rights, transportation infrastructure, and water supply and sanitation across 47 countries.
MCC keeps a deliberately lean staff and pushes delivery out to accountable entities in partner countries, so the Washington roles are program design, policy analysis, monitoring and evaluation, and contracting rather than field operations. Compacts are five-year commitments, which sets the tempo of the work.
