Civilian human resources is the whole mission at CHRA: the U.S. Army Civilian Human Resources Agency manages the HR lifecycle for Army civilians from recruiting to retirement, serving appropriated fund, non-appropriated fund, and local national employees worldwide. Formally inaugurated on October 5, 2003, the agency consolidated what had been scattered civilian personnel activities into one organization, and it operates as a direct reporting unit under the Army's G-1. An HR career here means HR delivered at Army scale, with the customers being the Army's own civilian workforce.
