The position is in the Architect of the Capitol (AOC), Director Utilities and Power Plant Operations, Assistant Director Utility Distribution Services Division, Distribution High Voltage Electrical Branch, High Voltage Electrical Evening Section. The incumbent serves as the Supervisor of the High Voltage Electrical Section and provides supervision and coordination for service requests, construction and renovation projects, maintenance, and repair for the section.

  • The incumbent ensures the efficient accomplishment of work by subordinates so that new equipment is installed in a way it can be maintained. Coordinates outages with PEPCO to meet the repair needs of each of the AOC Jurisdictions. Reviews and maintains safety equipment and standards for the High Voltage Electrical Section. This position is essential. The incumbent is required to report to work during emergencies and inclement weather situations. The tour of duty will include weekends, evenings and holidays on a regular and recurring basis. Tour of duty may be other than Monday through Friday. Supervisory Responsibilities (60%) Performs administrative and technical supervisory functions for subordinates. Assigns duties and evaluates performance. Manages the organizational unit's budget and workload. Develops performance requirements for subordinates and ensures a mutual understanding of the performance standards. Resolves complaints and grievances as delegated by higher level supervisors. Assigns work to employees through leader or directly provides technical direction and/or assistance in accomplishing the work. Observes work in progress, investigates work related problems (e.g., excessive costs, low productivity, workload imbalance, and acquisition or development of specialized tools, etc.), and determines causes. Recommends acquisition of specialized equipment and tools. Resolves staffing, and work operations problems. Establishes or revises standard operating procedures for the work operation. Initiates proposals for formal disciplinary action as needed. Inspection, Maintenance and Repair of High Voltage Electrical Systems (40%) Performs troubleshooting, maintenance, diagnosis, inspection, repair, overhaul and installation of complex electrical distribution equipment and systems including working on energized high voltage equipment. Diagnoses troubleshoots and determines necessary repair work requiring operation of systems, transferring loads, dispatching power, isolating and/or making safe clearances on above equipment. Exercises authority in planning, directing, controlling, and coordinating activities. Directs operations through subordinate personnel and contracted services. Plans, schedules, and assigns work; establishes and monitors internal controls; and ensures uniform application of regulations, policies, directives, and accepted High Voltage Electrician trade practices. Instructs and gives on-the-job training in high voltage electrical techniques. Recommends modification and/or replacement of parts that are no longer available through procurement procedures. Maintains motors, control circuits, electronic relays, emergency generators, elevators, VFD's and PLC, wiring systems, lights, starters, and portable battery-operated emergency lights. Maintains 130-volt D.C. Battery systems and their associated charging systems. Maintains D.C. supervisory and pilot circuits, maintains emergency lighting. Conducts regular surveys and tours to determine existing layout and condition of work areas, facility conditions, and system operational status. Troubleshoots electrical components under live conditions. Performs repairs and adjustments that are often complicated by critical tolerance and the extremely delicate nature of the components. Performs necessary testing, maintenance and repair of equipment and the periodic maintenance on such equipment as 15KV vacuum circuit breakers, air circuit breakers, and all other high and low voltage equipment in various switchgears.
