This vacancy is for a Supervisory Human Resources Specialist in the Office of the Secretary within the Department of Commerce.

  • As a Supervisory Human Resources Specialist, you will: Supervise a team of HR staff responsible for providing a full range of Talent Acquisition (TA) services to customers and overseeing TA services. Plan, organize, direct, coordinate, review, and evaluate the work of Human Resources Specialists and Assistants in accomplishing assigned programs, functions, and activities related to TA services. Ensure TA actions and decisions are consistent with applicable laws, regulations, standards, and directives. Provide expert guidance and assistance in the delivery of TA and HR programs. Contribute to the streamlining of initiatives to reengineer, improve, automate, and oversee delivery of recruitment, staffing, classification, and other assigned TA/HR functional areas. Provide comprehensive advisory services on complex recruitment, staffing, and classification issues and recommends innovative methods and strategies to resolve issues and improve hiring processes. Serve as an advisor and consultant on position classification. Provide authoritative expertise and guidance on all facets of classification including the application of OPM and DOC classification standards and preparation of position evaluation statements covering GS, FWS, and CAPS positions. Assist in the development and/or classification of position descriptions to support ES and DOC HR initiatives. Keep abreast of current policies, regulations, emerging trends and technological changes to coordinate the application and implementation of new guidance and assure general consistency in interpretation and delivery. Keep management team appraised of emerging/significant program and/or operational issues and presents solutions to resolve issues. Develop and update Standard Operating Procedures (SOPs) and provides authoritative guidance on recruitment, staffing classification compensation and leave administration functions/activities ensuring established procedures are followed and adhere to regulatory and DOC policy requirements. Participate in identifying process improvements, resolving operational deficiencies, and implementing changes to improve processes. Establish and maintain a cooperative working relationship with staff to customers to ensure HR operations activities are executed in line with DOC policies, procedures, and guidance. Collaborate with DOC Headquarters and bureau/operating unit HR offices to develop procedural guidance and propose changes in policies. Provide expert customer service to customers, ensuring prompt and effective response to their needs and concerns, facilitating the resolution of issues, and coordinating interactions with providers where required.
