Supervisory Transportation Industry Analyst (Open to both U.S. Citizens and Federal Employees)

You will serve as division chief of the U.S. Air Carrier Licensing Division, Office of International Aviation, under the Assistant Secretary for Aviation and International Affairs. Position is responsible for the administration of aviation economic regulatory programs mandated by the U.S. Transportation Code and Department regulations, and to provide advice and recommendations to senior Department officials.

• As a Supervisory Transportation Industry Analyst, you will: Supervise staff in the division, including assigning work, managing workload, setting priorities, approving leave, identifying training needs, and conducting performance appraisals. Manage aviation regulatory programs assigned to the U.S. Air Carrier Licensing Division, including the institution of comparative carrier selection and other show-cause proceedings in certificate and exemption cases. Advise DOT decision makers with respect to the division's analysis of regulatory proceedings, relevant precedent and, if necessary, matters assigned to an Administrative Law Judge. Consider and decide other applications for certificates of public convenience and necessity; applications for exemptions under Title 49 U.S.C. section 40109; applications for U.S. carrier statements of authorization for wet leases and code sharing; and applications for numerically restricted charters for U.S. carriers. Consider and decide applications and other requests for public charter authorization under 14 C.F.R. Part 380, registration of Canadian charter air taxi operators under 14 C.F.R. Part 294, registration of foreign air freight forwarders under 14 C.F.R. Part 297, and related matters. Engage in rulemaking initiatives related to the foregoing as well as retaliatory and miscellaneous orders and proceedings, including matters under Title 49 U.S.C. section 41310 relating to foreign discriminatory or other prohibited practices. The ideal candidate is a seasoned, motivated, and self-reliant professional with expertise in licensing or international air transportation on matters related to international and civil aviation policy, regulatory initiatives, countermeasures, and route cases. Intimate familiarity with transportation and economic principles are necessary to conduct complex analysis. Strong written and oral communication skills are essential.
