The Associate Chief Human Capital Officer (ACHCO) for Executive and Human Capital Services (EHCS) serves as the senior executive responsible for leading Departmental Offices human capital programs. Reporting to the Deputy Assistant Secretary for Human Resources and Chief Human Capital Officer, the incumbent provides executive leadership for human resources operations, Executive Resources, workforce planning, talent management, and HR service delivery to support Treasury's mission.
- The ACHCO for EHCS performs the following duties: Serves as the principal advisor and consultant to the DASHR/CHCO on strategic, operational, workforce, organizational, and transition matters affecting Departmental Offices. Develops enterprise human capital strategies aligned with Departmental priorities. Directs the design, development, implementation, and continuous improvement of integrated human capital strategies, policies, programs, and services. Provides executive leadership for executive resources, SES, Senior Level, PAS, PA, Schedule C, and other senior personnel programs. Provides governance and oversight of HR shared services, service delivery performance, customer experience, and continuous process improvement. Leads strategic workforce planning, succession planning, workforce analytics, organizational design, and workforce risk management. Provides executive leadership for HR technology modernization, AI-enabled business process improvement, HR information systems, automation, and responsible data governance. Establishes measurable organizational performance objectives and monitors outcomes including hiring effectiveness, customer satisfaction, operational performance, and workforce capability. Represents the Department before OPM, other Federal agencies, and senior Department leadership on matters within assigned responsibilities. Acquires and administers human, financial, technological, and physical resources necessary to accomplish organizational objectives. Fosters an organizational culture characterized by integrity, accountability, innovation, collaboration, inclusion, continuous learning, and exceptional customer service.
