Accountant I - Community Development & Revitalization

The Accountant I assists the Senior Finance Officer with technical oversight, financial analysis, and accounting work involved with the maintenance, administration, and review of various financial and related activities within the Community Development and Revitalization department. 

Hiring Salary Range:  $54,308 - $71,115 (Estimated Annual Salary)

ESSENTIAL FUNCTIONS: (Order of Essential Functions does not indicate the importance of functions.)

1. Supports the Finance Officer with data entry in IDIS (the Urban Entitlement database), the U.S. Treasury portal, Neighborly, and other grant financial management systems, and reconciles all systems to OneSolution, the County's financial management system. Ensures proper documentation is retained according to record retention policies for a clear audit trail.

1. Supports preparation of all required financial reports in compliance with 2 CFR Part 200 and applicable funding agency requirements, including HUD IDIS reporting, federal drawdown requests, and grant-specific financial statements. Maintains accurate data for budget reporting and preparation.

1. Ensures that accounting systems are operating correctly, corrects erroneous entries, and investigates and resolves system problems as they occur.

1. Maintains knowledge of Generally Accepted Accounting Principles (GAAP) as applicable to local government financial reporting and interprets accounting reports and records as required.
2. Maintains an understanding of grants administered by the department.

1. Supports and performs payroll functions for the department with Finance Officer oversight.

1. Creates purchase orders and quick claims in One Solution, the County's financial system, with Finance Officer oversight and review.
2. Participates in community engagement. 
3. Performs other duties or assumes other responsibilities as apparent or assigned.

1. A minimum of five (5) years or more of successful experience in a Financial position.
2. Bachelor’s Degree in Accounting, Finance, Business Administration, or a related field required.   
3. Must possess a valid SC Driver's license (or obtain within three (3) months of hire) and meet the County's motor vehicle policy requirements.
