Compliance Specialist - Community Development & Revitalization

The Compliance Specialist assists the Compliance Officer in conducting grant monitoring activities, supports post-award compliance activities, and coordinates all administrative functions of residential construction programs. 

Hiring Hourly Range:  $27.17 - $35.58

ESSENTIAL FUNCTIONS: (Order of Essential Functions does not indicate the importance of functions.)

1. Supports the implementation of an on-site financial and construction progress monitoring system to ensure sub-recipient compliance determinations are documented and defensible.

1. Maintains an understanding and knowledge of grant programs awarded to Community Development and Revitalization; and reviews materials to become and remain current on all grants' principles, regulatory requirements, and compliance monitoring quality control best practices.

1. Reviews, manages, and oversees residential construction contracts, including evaluating, interpreting, and enforcing requirements. 
2. Reviews all applicable design and regulatory criteria for general compliance with building and zoning codes, safety guidelines, and State and Federal laws and reviews construction documents, contract plans, and specifications for constructability. 
3. Assumes coordination of applicable construction oversight review tasks, including review of work orders, change orders, and contractor compliance documentation as needed.

1. Supports grant and construction monitoring activities, including desktop monitoring and on-site monitoring visits of subrecipients, in accordance with 2 CFR Part 200 and applicable program-specific requirements.

1. Supports Compliance Officer’s reviews of program documents, files, and eligibility determinations for compliance with applicable grant requirements and federal regulations, documenting findings and coordinating corrective action plans with subrecipients and program staff as needed.

1. Supports the quality control (QC) audits of a representative sample of financial documents and reimbursement requests, under direction of the Compliance Officer.

1. Supports post-award compliance activities through program closeout, including final monitoring visits, audit response support, and documentation of program outcomes and corrective actions.
2. Participates in community engagement.
3. Performs other duties or assumes other responsibilities as apparent or assigned.

1. Bachelor's Degree in Finance, Accounting, Business Administration, or a related field preferred.
2. A minimum of three (3) years or more of successful experience in auditing, compliance management, construction management, or public administration.
3. Must possess a valid SC Driver's license (or obtain within three (3) months of hire) and meet the County's motor vehicle policy requirements.
