Parks Maintenance Specialist

DEFINITION

Under supervision, to perform a variety of skilled, semi-skilled, and unskilled duties in the inspection, repair, maintenance, and accounting of play structures, park facilities, and City trees; and to perform related work as required.

CLASS CHARACTERISTICS

Positions in this class generally perform at or above the Parks Senior Maintenance Worker series in the Public Works Department. This position class is distinguished from the class of Parks Senior Maintenance Worker in that this is a specialized skilled labor class with technician type responsibilities. Positions in this class will be assigned to inspect, repair, and maintain City Parks equipment and amenities, conduct inventory and analysis for City assets such as trees, and to provide inspections for play structures and City amenities as the department requires. This position may perform any of the duties typical of this class. Positions in this class perform work which has some variation and which allows or requires a limited range of choice in the application of defined methods or procedures. The incumbent receives instructions when tasks are assigned and after training is expected to perform duties without the need for constant supervision and has some latitude in selecting work methods. Work is reviewed periodically upon completion and while in progress. The incumbent is expected to refer most variations in work to the lead worker for instructions.  The incumbent is expected to obtain and maintain the required certifications to perform the job.

Conduct detailed safety checks and inspections of existing playground equipment and protective surfaces in the City parks to ensure they are in compliance with departments standards, Standard Consumer Safety Performance Specifications for Playground Equipment for Public Use ASTM F1487, and the Handbook for the Public Playground Safety, CPSC Publication #325, or current standards as updated and revised; examine plans and specifications for new playground installations and park amenities and equipment; inspect new playground equipment installations and modifications to ensure contractor compliance with department standards, Standard Consumer Safety Performance Specifications for Playground Equipment for Public Use ASTM F1487, and the Handbook for the Public Playground Safety, CPSC Publication #325, or current standards as updated and revised; work independently and conduct specialized playground equipment inspections and skilled labor tasks to maintain safety standards for equipment in the park system; repair playground equipment, components, and surfaces within scope of authority; replaces and adjusts worn and damaged mechanical parts and components; troubleshoot potential problems; research and work with the leadworker to order parts and supplies; lead field staff on playground modifications and major component replacements; perform skilled playground equipment maintenance; inspect, test, adjust, clean, lubricate equipment and component; install and rehabilitate playground equipment; document inspections, repairs and maintain technical records; prepare surfaces and apply protective finishes as needed; sweep, blow, and clean playground facilities, remove graffiti, and clean up hazards, trash and vandalism; operate a variety of vehicles and specialized equipment to install playground and other park equipment in accordance with all safety regulations and procedures; identify and report mechanical problems which require additional repair; enter and maintain daily work tasks on the asset work management system; maintain regular and punctual on-site attendance; perform detailed tree inventory, identification and record keeping utilizing and working with an asset management system; perform other duties as assigned.

LICENSE REQUIRED

• Possession of a valid Class A or B California Driver's License and a good driving
   record.
• Certified Playground Safety Inspector (CPSI) certification is required at time of hire.  

EDUCATION AND EXPERIENCE
Education:

• High School diploma or equivalent.

And 
Experience: 

• Two (2) years of experience in maintenance and repair of playgrounds and facilities.

 
QUALIFICATIONS

• Basic math;
• Simple record-keeping;
• Proper methods, materials, tools and equipment used in specialized maintenance work;
• Playground safety rules and regulations;
• Tree and plant identification and care; 
• Appropriate safety precautions and procedures.

Ability to:

• Communicate effectively both verbally and in writing;
• Effectively utilize and properly maintain grounds and maintenance equipment;
• Operate computer software and mobile devices to input daily work management;
• Establish and maintain effective relationships with people contacted in the course of work;
• Identify Park plants and trees;
• Perform semi-skilled maintenance, repair and construction work;
• Operate a vehicle observing legal and defensive driving practices;
• Maintain simple records;
• Read, understand and apply simple written materials;
• Read and interpret playground and landscape blueprints;
• Understand and carry out oral and written instructions.

PHYSICAL DEMANDS AND WORKING CONDITIONS

• Strength: Heavy work - Lifting, carrying and/or pushing 100 pounds with frequent lifting and/or carrying of objects weighing up to 60 pounds.
• Incumbents may be required to work in trenches or other semi-enclosed spaces and often work in conditions of dust and pollen.

Candidates receiving a passing score may be placed on an eligibility list for a period of up to one (1) year. Examinations and department interviews for the position will be administered in the City of Clovis. As determined by the City and at the City's expense, successful candidates shall be required to complete and pass a medical examination, a drug/alcohol screen, and a background investigation. Possession of a valid California Driver's License and a good driving record will be required prior to hire.  Proof of citizenship or eligibility to work in the U.S. will be required at the time of hire.
