Baltimore/Washington International Thurgood Marshall was the first airport in the country TSA federalized, in April 2002. That came five months after President Bush signed the Aviation and Transportation Security Act, which required screening by federal officials, 100 percent checked baggage screening, an expanded Federal Air Marshal Service, and reinforced cockpit doors, and created TSA to oversee security in all modes of transportation. Explosives detection systems were deployed nationwide by that December.
Airport checkpoints are the biggest piece of this, and the remit runs past aviation: visible intermodal prevention and response teams for rail and mass transit since 2005, proprietary canine teams since 2008, federal air marshals, and a flight deck officer program that trains and arms pilots.
