The Department of Energy's (DOE) Office of the General Counsel is looking for a dynamic, innovative, seasoned executive to provide executive leadership and direction in overseeing the Office of the Deputy General Counsel for Transactions.

• As the Deputy General Counsel for Transactions, you will: Provide legal advice and counsel to the Secretary and other top agency staff members with respect to legal implications of matters related to the implementation and discharge of DOE responsibilities. Participate in formulation of policies and procedures governing the discharge of the functions of the Office of the General Counsel of DOE. Provide legal interpretation of basic legislation, amendments thereto, agreements predicated thereon, Executive orders, delegations, directives, regulations and other documents of a legal nature applicable to the operations and administration of DOE. Work with Congressional committees and members of Congress on substantive matters and represents DOE as an official and as legal counsel to DOE officials in committee hearings. Represent and speak for the General Counsel and Principal Deputy General Counsel when necessary. Draft or direct the drafting of proposed legislation, regulations, executive orders, delegations, and other policy, administrative and related issuances. Participate in the hiring, placement, promotion, training and development of attorneys and non-legal staff. Provide policy guidance on attorney personnel matters and participate in resource and budget planning for the legal organization. Provide leadership in dealing successfully with high level officials within and outside Federal Government, state and local government, and in representing the organization to Congress, other departments and agencies, industry leaders, and senior executive advisory panels.
